That being said if I had to choose to attempt both actions with one machine I guess it would have to be a shader. I can layer color in with a shader a lot easier than trying to lay soft shades in with a packing machine.
The biggest difference is in how the machine hits. Speed is pretty close, as with stroke. But you want your shader hitting nice and soft so you can lay in those soft shades without causing a bunch of trauma to the skin.
Your color packer on the other hand should have a long punchy stroke that hits relatively hard compared to your other machines. This way you can "pack" the color in and put the pigment in with one pass. I can't imagine being limited to only 2 machines, I keep on hand all the time but I am a little OCD lol. But I guess it really boils down to what style of tattooing your going to do the most of. If your doing a lot of say American traditional, or heavy color work you might actually be better just tweaking your liner a little, and using it to run lines and shade, just adjust speed and volts accordingly, and set the other one up with a heavy A bar and make it your color packer.
